Tank Decommissioning Services: Safe, Responsible, and Compliant Solutions

When fuel tanks reach the end of their useful life, or the need for them no longer exists, tank decommissioning becomes an essential task. The process must be managed carefully to minimise potential environmental risks and ensure compliance with local and national regulations.

At OTS, we offer comprehensive fuel tank decommissioning services that focus on safety, environmental responsibility, and legal compliance (read our article on The 3 Reasons Businesses Should ALWAYS Prioritise Safety When Decommissioning Tanks).

Refurb or Replace? When to know your tank needs decommissioning

Fuel tanks don’t last forever and knowing when to refurbish or when to decommission is essential for site safety, environmental compliance, and cost-efficiency. Some tanks can be relined or upgraded, but many reach a point where decommissioning is the only responsible option.

Our team can provide condition surveys and compliance assessments to help you decide the best course of action for your tank, whether that's refurbishment, replacement, or safe decommissioning.

Key signs your tank may need decommissioning include:

  • Rust, leaks, or thinning steel compromise the tank’s integrity and pose serious environmental risks.

  • Older tanks often fall short of current safety or environmental standards.

  • Subsidence, flooding, or poor drainage can lead to tank instability and contamination.

  • If your site no longer requires fuel storage – for example, due to a fleet upgrade, business closure, or move to electric vehicles.

  • Changes in legislation or failed inspections may mandate safe tank removal.

  • Underground tanks or tanks located in hard-to-service positions may be more cost-effective to decommission than refurbish.

The Fuel Tank Decommissioning Process

Our work follows strict environmental and safety standards, including DSEAR, ADR, and the Control of Pollution (Oil Storage) Regulations.

  • A detailed site survey identifies the tank type, contents, and potential risks. We also assess whether removal or in-situ decommissioning is the best option.

  • The remaining fuel is uplifted and transferred using our ADR-certified vacuum tankers for safe transport to our licensed waste facility

As Registered Dealers in Controlled Oils, we can trade in Gas Oil and Kerosine to permitted users, this gives OTS a unique advantage in that we can provide “End to End” service when decommissioning Above Ground Storage Tanks (ASTs).

  • We fully gas-free and clean the tank interior to remove residues and vapours, using high-vacuum and jetting equipment (ADR Vac Tanker).

All waste by-products are handled and disposed of in accordance with Environment Agency guidelines.

  • We ensure proper ventilation to dissipate any residual fuel vapours, strictly adhering to safety standards.

  • Depending upon the initial inspection and risk assessment, we may opt for in-situ decommissioning (filling the tank with an inert solid material) or tank removal. Tanks can be cut up either on site for removal or removed whole and processed at our Waste Disposal site in Gloucestershire.

  • Following the decommissioning, the tank is securely loaded and transported while adhering to the ADR Regulations for the safe transportation of dangerous goods.

  • As part of our commitment to environmental responsibility, we ensure decommissioned tanks and waste materials are disposed of correctly and recycled wherever feasible.

  • After tank decommissioning, we undertake site restoration to return the area to its original condition or prepare it for future use.

  • While a de-gas certificate is not explicitly required, we believe in going the extra mile for our clients. We can obtain a de-gas certificate from a reputable professional organisation to ensure your peace of mind, underlining that we have taken appropriate measures to minimise risks.

  • At OTS, we understand the complex regulations governing tank decommissioning. Our team is well-versed in these rules and ensures that all our procedures comply with the relevant guidelines, including The Control of Pollution (Oil Storage) (England) Regulations 2001 and the guidelines issued by the Environment Agency.

Tank Decommissioning FAQs

How long does a tank decommissioning take?
Typically 1-3 days for above-ground tanks, depending on size, condition, and site access.

Can OTS handle hazardous waste?
Absolutely. We are fully licensed for hazardous waste collection, processing, and disposal via our Environment Agency-approved facility.

What happens to the recovered fuel and tank materials?
Reusable fuels are recycled where possible, and steel tanks are processed for metal recovery in line with environmental best practice.

Do you offer on-site decommissioning without removal?
Yes. When tank removal isn’t possible due to site conditions or cost, we can perform an in-situ decommission. The tank is gas-freed, cleaned, and filled with inert material such as sand or foam, then certified as safe.

How do I know if my tank needs to be decommissioned?
If your tank shows corrosion, leaks, or has been out of use for several years, it should be assessed by a qualified engineer. OTS can perform inspections to determine whether refurbishment, replacement, or full decommissioning is most appropriate.

Is your decommissioning service fully compliant?
Yes. All work is completed in accordance with UK regulations including DSEAR, ADR, and the Control of Pollution (Oil Storage) (England) Regulations. You’ll receive gas-free and waste-transfer certification upon completion.

Can OTS manage the full site decommissioning project?
Yes. Our team can coordinate every stage, from initial surveys and fuel uplift to tank removal, site reinstatement, and documentation. This includes managing any related services such as fuel polishing, bund cleaning, or waste disposal.

Do you provide emergency response for leaking or damaged tanks?
Yes. OTS offers a 24/7 emergency response service for fuel leaks, spills, and damaged tanks, ensuring safe containment and disposal as quickly as possible.
